Prime Minister Ali Al-Zaidi nears his first week in office, and with a partial cabinet, there are not only vacant ministries, but also continuity among other key figures from the previous administration, including the chief of staff, the secretary-general of the Council of Ministers (COMSEC), and the governor of the Central Bank of Iraq (CBI).
