Momentum builds to approve revised Hashd law
After months of political deadlock, parliament yesterday completed the second reading of the long-delayed draft law regulating the Popular Mobilization Commission (PMC). The bill, initially submitted by the government in March, is now gaining traction among lawmakers, with signs pointing to an eventual passage, albeit with notable amendments that shift internal power dynamics within the PMC structure.
The bill’s second reading, a procedural step in which the parliamentary Security and Defense Committee presents its findings and proposed amendments, was not originally on the day’s agenda. However, its inclusion was fast-tracked following a petition signed by dozens of MPs, reflecting growing momentum behind the legislation.
According to the committee’s report, reviewed by Iraq Horizons, the proposed changes reflect both institutional concerns and intra-Shia political bargaining. The most significant amendments seek to dilute the authority of PMC Commission Chairman Falih Al-Fayyadh, whose role has long been a source of contention among Shia factions.
