Iraq’s leading political blocs have taken the first step towards changing the electoral system after a first reading of an amended version of the provincial council election law was undertaken in parliament on February 13. The move elicited opposition and condemnation from a number of smaller parties including groups aligned with the Tishreen movement, who claimed that the proposed amendments sought to disadvantage them in the elections.
